of two international OSOS and OCNA

---International conference, home stay and tourism in 2013---

     To promote creation of an Organization of Sphere of Okhotsk Sea (OSOS) and an Organization of Community of Northeast Asia (OCNA) it is desirable that candidates for a member of these organizations will gather in Sapporo and hold an international conference because here are many positive candidates in Sapporo. Let's change these spheres into a region of Peace, Welfare, Amity and Cooperation, promoting birth of the OSOS and the OCNA, and developing them gradually. 

A. The First International Conference

     1. Qualification: 

      1) Any State, Autonomy, Deputy who are positive for, or able to present an idea or a draft Charter of, the OSOS or OCNA may participate in it. Or they may be present simply as an observer.

      2) Any candidate for a member of the OSOS and the OCNA may participate in it.

     2. Place: Sapporo city (in a hotel or in a university).

     3. Application (p.3); the person wishing to participate in it will present an application by 30 April 2013. The earlier you present it, the better choice will be for you.

     4. Time of the Conference; Approximately at the middle of August, 2013 the Conference will be held 3 hours for 2 days. If presentations are too many, then 5 hours a day for 2 days. 

     5. Entrance fee; free for nothing. 

     6. Presentation; any participant may apply presentation (1 page of B4 size) for several minutes, including in it the time of interpretation.      7. Banquet: A banquet will be held near from the Conference for the participants and the observers in the evening of the last day of the Conference.  Fee; 3500 yen

B. Home stay

     1. Principles

     1) Any participants may lodge in any hotel in Sapporo with his or her costs or have home stay.

     2) If a participant wants to have home stay, a host family will provide such participant with breakfast, dinner and a lodge freely (without any charge). There will be about 30 such rooms in Sapporo at present.

     3) A participant may choose home stay, in principle, for 6 days freely.

     4) If a participant wants an independent room without a family, such person may have it. (But there will be 5 rooms for 2 persons, 2 rooms for 3 persons at present.)  

     2. Two families: The person may have home stay in one family for 2 days, and in another family  - for 4 days.

     3. Probable period of home stay.

     1) The persons who present an application by the end of this year may be given 6 days home stay with priority. If they want an independent room, they will have it also with priority.

     2) It is possible that the persons who present application 1 January - 30 April 2013 may have a home stay of 4 days, 2 days, or it is possible also that there will be no room anymore in that period.

C. Tourism

     1. Principles

     1) Each participant may carry out any his or her own plan before and after the Conference.

     2) Each participant shall present his or her tour plan by 1 June.

     3) A participant will pay all the costs for his or her tourism.

     2. Two model tours

     1) In and around Sapporo 2 days, then to Furano, to Wakkanai, and to Korsakov.

     2) In Sapporo only one day, then to Tokyo, from there to Yuzhno-Sakhalinsk.

      Later promoter's office will inform you of concrete materials on the Conference, home stay and tourism.

1. Seeing you in Wakkanai sea port;  If one Russian group comes together to Wakkanai sea port, our Japanese tourist company will see you there. You will arrive at Sapporo in the evening. And on the  following day will be the Conference.

 HABAROVSKY DOM DRUJBY I SOTRUDHICHESTBA

A. the Dom of wider and more comprehensive character

     In order to promote development not only of Northeast Asia, but also of Pacific Ocean region effectively it is desirable to concentrate interested organizations and individuals in one place, constructing a building or using an old building, which is of more complex and more comprehensive character than the OCNA.

     It is expected that there a series of interested organs, national or international companies, their consortiums, other organizations, universities’ consortium internal and external, friendly cultural organizations, even individuals including students and post-graduate students may have their seats or access to the activities, seeing and listening to their theories and practices more or less, so far as situation permits.

      It is not necessary at all to restrict functions of this Dom to functions of the OCNA and the OSOS. Rather it is better to involve far more other partners internal, external, and international with the functions of this Dom. How about to name it temporally, for example,  Mejdunarodny Dom Drujby i Sotrudnichestva? The OCNA will be only one of all the organs, organizations and individuals to be included in the Dom.    

B. Potentiality of Khabarovsk

     From the view point of the OCNA, 1) Novosibirsk is too far from Japan and Korea,  2) Vladivostok is too near from Korean OCNA Headquarter to be created in Seoul, 3) Khabarovsk is a kind of a central big city in Northern Asia.

     At present time among Russian candidates for a member of the OSOS and the OCNA, Khabarovsk occupies the first place. This tendency and its potentiality in the near future are the second reason why Khabarovsk is better than other cities. Nowadays Japanese universities, enterprises, including Hokkaido bank, began to pay more attention to Khabarovsk and its neighboring regions.

     I hope, therefore, that citizens in Khabarovsk would also promote establishment of the Dom, while supporting creation of the OSOS and the OCNA. In addition, my Japanese friends also will cooperate with Russians.                             

                                                    C. Important points

     I would like to propose one of more concrete choices in order to build the Dom with pioneering, friendly and cooperative spirit. First of all, it is necessary to choose if interested partners want to personify the Dom or not. There are other points: qualification of partners, capital or the Dom, its composition, functions, and builders of it.  

     1. Qualification of partners.  It seems to me that at the first stage it is better to restrict the spacial sphere of partners, in principle, to Northeast Asia and Pacific Ocean region.  And any organization of international character within the sphere above-mentioned may be a member of this Dom so long as its activities are not against Russian law and rules of the Dom. 

      2. Capital. If Russian partners want to hold less than 50 % of capital, or equally with the other partners, it may be so. If Russian partners want to hold more than 51 capital, let us respect Russians' wish. So far as the other countries of Northeast Asia and Pacific Ocean region are concerned, each national frame of capital will be, in principle, equal (the equal amount is named maximum ceiling). It is not obligatory for each national group to fulfill the maximum ceiling.

     3. Will Dom be a legal person or not?    I think that, first of all, to hear Russians' opinion is important and effective. If they want to personify it legally, please do so.  If Russians want the Dom to be simply a place where partners may have a seat by a contract, it is also good. When they want the Dom to be an organ of an entity, for example, of a university, it may be one of choices if the latter agrees to such a choice.

     In any case, I propose that not only legal persons, but also non-legal persons, social organizations have seats there, and individuals and students also have an access to there.

     4. Composition.   1) If the Dom is be personified, a General Director and other directors will be elected by the General Assembly of the Dom. Each National group with maximum ceiling of capital may have priority to appoint one director from it respectively,

     2) If the Dom is to be one of organs of an entity, for example, of a Russian university, a Russian General Director, Vice-general directors, and some directors of the Dom may be appointed by the entity, and each National group with maximum ceiling of capital may have priority to appoint one director respectively.

     5. Functions of the Dom.  1) Even if the Dom is not personified, it can play a considerable role in developing positive international relations in Northeast Asia and Pacific Ocean region, and actually the Dom will be very convenient place for international cooperation. It will be as if there appeared 'a big complex and international hotel'. Maybe, at the first stage this kind of model 1) seems to be simpler, and apparently, easier to realize building the Dom and its activities.

     2) If the Dom is to be personified legally, creators of the Dom shall define its functions, taking into consideration partner's wishes. In any way, I hope, the functions of the Dom shall be multilateral, inclusive, and be in accordance with principles; Peace, Welfare, Amity, Cooperation among nations.

     6. Students and postgraduate students.  It would be very useful for them to see, with their eyes and listen to, experience of the members or partners there working in the Dom, while it is also useful as well as easy for the members or partners to spread their high knowledge, at the same time finding strong and competent students who are able to act quickly and effectively.

 

D. The first stage – preparation for international agreement

on construction of the Dom of comprehensive character

     It is impossible for me to facilitate equally construction of such kind of Dom in each capital city of the State concerned. I would like, therefore, to contribute to constructing such kind of Dom, first of all, in Khabarovsk and Yuzhno-Sakhalinsk if Russian sides are willing to cooperate with many other partners concerned.

    The first step for it is to see each other between Russian and Japanese partners. Reliance is very important, so that I would like to begin to talk with small circle of friends at the first step. This summer I will stay in Russia until 12 September, and while staying here I want to see as many persons as possible, promoting mutual reliance and understanding.  

     Second step will come in winter of next year, when there will be snow festival in Sapporo. Japanese partners will invite Russian sides.

     Third step will begin in May 2013 when I will visit Sakhalin and Khabarovsk again, maybe, with some friends for the purposes of preparation for international conference in Sapporo and for planning the Dom.

     Forth step is just its international conference for the OSOS and the OCNA in Sapporo in the middle of August 2013. I hope that we can declare a joint statement concerning the commencement of cooperation on constructing the Dom.

E. The next stages

     Hokkaido-Russian Association (I, Rikio Kaneko, am its Vice-president) built a large building CULTURAL CENTER SIBERIA-HOKKAIDO in Novosibirsk. Our experience shows that there were several times partners’ international meetings, and after that we concluded a contract, and then in some years we succeeded in completion of building the Dom. The next stage is commencement of the activities of the Dom.  I expect the Dom will start normally, widening its wings gradually.

                                             Fundamental Conception

      The principles or fundamental conception are like those above-mentioned with necessary qualifications. And almost everybody will agree with me when I propose that the Russian OSOS Headquarter would be built in Yuzhno-Sakhalinsk while Japanese - in Sapporo.

                                          Potentiality of Yuzhno-Sakhalinsk

     At present time there are about 100 candidates for a member of the OSOS and OCNA, about 30% of which are Russians, and here in Sakhalin are only 5 candidates for a member of the OSOS or OCNA. It is not surprising, because it was in December of 2012 when I began to call people, wishing them to be a candidate for the two Organizations. And I came to Sakhalin in March this year for that purpose. It was a start.

     This time in August I came to Sakhalin again with the children of Fukushima prefecture for rest who suffered from the gigantic earthquake and break of AE, so that I rarely had the time to talk about the OSOS, the OCNA and OKHOTSKY SEA DOM DRUJBY I SOTRUDHICHESTBA.  In September wonderful friends of mine will come. One of them is Mr. Hiroshi Ohmi, he will visit Yuzhno-Sakhalinsk also with the children who suffered in Fukushima. I said to him, “I will invite 20 persons to have home stay in Sapporo at the time of the conference for the OSOS and the OCNA”. And he said to me that he - 30 persons!

     It seems to me that he understands clearly the essence of importance of his act: personal and people’ intercourse, common people’s initiative are extremely important. Generally speaking, at present time such relations are very weak, narrow, and of restricted character.

     Before coming to Sakhalin I went to Hokuyo Bank, the biggest bank on our island Hokkaido, and asked a lady working there, “Can I use my cash card of your bank at ATM in Korsakov, Yuzhno-Sakhalinsk and Khabarovsk?” She did not know it. In the bank there worked about 10 staffs, and again I asked her, “ Isn’t here anyone who has been to Sakhalin?  It turned out that nobody of them has been to there. She said to me, “Please wait for some hours, a responsible person will answer to your questions.” But it was the following day when I received an ambiguous answer from the ‘responsible person’. At present time you see such a surprising sight.

     But I am confident that in future when the OSOS and the DOM DRUJBY I SOTRUDHICHESTBA begin to work here, international situation and relations will be different from those of present time. Hokkaido is very nearer from the Russian sphere of Okhotsk Sea than Northeast Asia. It is easier here to cooperate with each other and construct something new.
